what is a heart murmer?

Can a heart Murmer be felt in the legs aswell as the chest? Cause I have a
slight vibrating sensation in the chest aswell as the legs. Also can a problem
in the heart cause a weakness in the left arm and leg and cause blurryness
in the left eye, it seems to get worse when I lay down and try to get to sleep
it feels as if the muscles in the arm are floppy. I'm 20 male.

I am thinking of adopting a rott who has a heart murmer. The vet (mine) has already diagnosed this and has told the present owner that it's possible the dog will outgrow the condition.
